Athena 43mm problems {{forumTopicSubject}}

I have a Yamaha Fs1 1977 with following setup:

43mm Athena Aluminium
16mm carb
16mm intake manifold
180# dyse
"5.5" hk exhaustpipe
15/43 gearing

From what i have heard it should be the best "out-of-box" kit for the FS1. Is that true?
But my fs1 doesnt have nay high RPM at all.
My old 50cc Fs1 and my 60cc iron had alot more RPM, they did 80-85km/hour both.
This one only make 70km/hour, well it is Alot stronger and alot more "power from the bottom".
Shouldnt it go faster then?

Shall i change the nozzle (dyse) to 190-200 and change gearing to 16/43 or 17/43?
